All aircraft in flight or operating on the maneuvering area of an aerodrome. This is the ICAO definition used in international air traffic services documents and procedures.
Plain English
Every aircraft that is either flying or moving on the parts of an airport where aircraft taxi, take off, and land. Aircraft parked at the gate or sitting on a ramp are not counted.
