Definition
The set of runways at an airport that are open and usable for takeoff or landing at a given time, considering published runway status, NOTAMs, closures, surface conditions, lighting, length, and any current operational restrictions.
Plain English
The runways a pilot is actually allowed and able to use right now at a given airport. Some runways may be closed, too short for the aircraft, or otherwise unsuitable, so they are not counted as available.
