Definition
Any flight or operation of an aircraft that is not conducted by the military. This includes private flying, flight training, business and corporate flying, agricultural work, and scheduled or charter passenger and cargo carriage. Civil Aircraft Operations are governed by the Federal Aviation Regulations rather than military rules.
Plain English
Flying done by anyone other than the military — from a student in a Cessna to an airline flight to a crop duster.
Context Anchor
You may see CAO in FAA glossary material, airspace discussions, or procedures that distinguish civil flying from military operations.
Derivation
‘Civil’ comes from the Latin civilis, meaning ‘relating to citizens.’ In aviation it carries the same sense — operations carried out by ordinary citizens and businesses, as opposed to the armed forces.
Why Pilots Care
Determines which rules, procedures, and airspace authorizations apply when civil and military traffic share the same airspace.
Intuition Check
Do not read “civil” as meaning “polite” here. In this aviation context, “civil” means non-military.
Example Sentence 1
Student pilot training at the local flight school is a civil aircraft operation and falls under FAA regulations.
Example Sentence 2
CAO traffic must follow the same ATC instructions as other civil flights in the area.
