Definition
The military or other organization responsible for managing the activities within a piece of Special Use Airspace (SUA), such as a Restricted Area or Military Operations Area. The controlling agency decides when the airspace is active, what is happening inside it, and whether a non-participating aircraft can be cleared through.
Plain English
The group in charge of a chunk of special airspace. They run what goes on inside it and say yes or no to letting other aircraft pass through.
Context Anchor
Seen when planning or requesting access through special use airspace, such as a restricted area or military operations area.
Why Pilots Care
Contacting the correct controlling agency is required to obtain permission or current status before entering airspace that may be active and hazardous.
Intuition Check
Do not assume the controlling agency is the organization doing the activity inside the airspace. In this context, it means the ATC facility responsible for managing access to that airspace.
Example Sentence 1
Center told us the Restricted Area was hot, so they coordinated with the controlling agency before clearing us direct through it.
Example Sentence 2
Sectional charts list the controlling agency for each restricted area so pilots know exactly whom to contact for clearance.
