A former U.S. federal regulation that governed how government agencies acquired and managed information technology and telecommunications resources. The FIRMR was issued by the General Services Administration (GSA) and was rescinded in 1996 following the Information Technology Management Reform Act (Clinger-Cohen Act). The acronym still appears in older FAA documentation and references.
