Definition
The ATC (air traffic control) position responsible for directing the movement of aircraft and vehicles on the airport's taxiways and other non-runway movement areas. Ground Control issues taxi instructions and clearances between the parking area and the runway, but is not responsible for takeoff, landing, or runway operations, which are handled by the tower controller.
Plain English
The controller who tells you how to taxi around the airport — between the ramp and the runway — but doesn't handle takeoffs or landings.
Context Anchor
Seen in the communications section of an instrument approach chart, where airport radio frequencies are listed.
Why Pilots Care
Contacting the correct ground control frequency prevents runway incursions and keeps ground traffic moving safely after an approach.
Intuition Check
Do not read GND CON as a system that controls the airplane on the ground. It means the airport controller or frequency used for ground movement instructions.
Example Sentence 1
After landing and clearing the runway, the pilot switched to Ground Control for taxi instructions to the ramp.
Example Sentence 2
The approach chart listed GND CON at 121.9 so the crew could switch frequencies immediately after landing.
