A category of air traffic that ATC provides separation services to, consisting of all aircraft operating under Instrument Flight Rules (IFR) plus any Visual Flight Rules (VFR) aircraft that have requested and been granted ATC services such as radar traffic advisories, flight following, or Class B/C airspace participation. These VFR aircraft are 'participating' because they are in two-way radio contact with ATC and are receiving services, even though they remain VFR.
