Definition
A high-strength, three-piece blind fastener used in aircraft structural assembly where access is available from only one side of the joint. The Jo-Bolt consists of a threaded bolt, a corrosion-resistant steel sleeve, and a nut. As the bolt is drawn up, the sleeve is forced to expand and form a blind head on the far side of the structure, clamping the joint tightly. Once installed, the protruding portion of the bolt breaks off at a designed groove, leaving a flush, permanent fastener.
Plain English
A special bolt used when a worker can only reach one side of the part being joined. As it is tightened, it expands on the hidden side to grip the structure, then snaps off the leftover stem to leave a clean, permanent fastener.

Analogy
It works a little like a wall anchor that is installed from one side of a wall and then expands or locks behind the wall. The aircraft version is much stronger and is designed for structural use.
