Definition
In the PAVE checklist context, 'Low' refers to a low level of risk for a given factor (Pilot, Aircraft, enVironment, or External pressures). It indicates that the factor, as assessed for the planned flight, presents minimal hazard and is unlikely to compromise safety on its own.
Plain English
A small amount of risk. The item being looked at is in good shape and is not expected to cause trouble for the flight.
Context Anchor
Seen in risk assessment checklists, including the PAVE checklist, when a pilot or instructor rates each factor before a flight.
Derivation
Low comes from older English and Scandinavian words meaning lying near the ground or not high. In this checklist, it means lower on a risk scale, not low in altitude.
Why Pilots Care
Low conditions sharply raise the chance of controlled flight into terrain and require IFR capability, equipment, and currency.
Intuition Check
Low does not mean no risk. It means the risk is judged to be smaller than other listed risks at that moment.
Example Sentence 1
After reviewing the weather, the pilot rated the enVironment risk as Low because conditions were calm, clear, and well within personal minimums.
Example Sentence 2
With low visibility reported along the route, the instructor advised filing an IFR flight plan instead of departing VFR.
