In ATC instructions, 'maintain' has two distinct uses. (1) When used in reference to an altitude or flight level, it means to remain at the altitude or flight level specified. The phrase 'climb and maintain' or 'descend and maintain' instructs the pilot to climb or descend to the assigned altitude and then hold it. (2) In other contexts, it means to continue in accordance with the condition specified, such as 'maintain VFR.'
