Definition
The maximum airspeed at which an aircraft may be operated under any condition. On the airspeed indicator, it is marked by a red radial line at the upper end of the yellow caution arc. Flight at or above this speed risks structural failure or loss of control.
Plain English
The absolute top speed the aircraft is allowed to fly. Going faster than this can break the airplane or cause control problems, so the speed must never be reached, even briefly.

Derivation
