Definition
A section of Title 14 of the Code of Federal Regulations (14 CFR Part 61) that sets the requirements a student pilot must meet before operating an aircraft in Class B airspace, or to, from, or at an airport located within Class B airspace. It requires that the student receive ground and flight training from an authorized instructor on that specific Class B airspace area, and that the student's logbook be endorsed by the instructor within the preceding 90 days certifying the training was given and that the student is proficient to conduct the operation.
Plain English
A rule in the federal aviation regulations that says a student pilot can't fly into busy Class B airspace (the airspace around the biggest, busiest airports) until an instructor has trained them on that specific area and signed their logbook within the last 90 days saying they're ready.
Context Anchor
Seen in Class B operating rules, student solo planning, and instructor logbook approval discussions.
Derivation
In FAA rule citations, the first number points to the part of the regulations, and the number after the decimal points to the specific section. So “61.95” means Part 61, section 95, not page 61 or paragraph 95 of a handbook.
Why Pilots Care
Student pilots must satisfy this regulation to operate legally in Class B airspace; failure to obtain the required endorsement can result in enforcement action or certificate suspension.
Intuition Check
Do not read “section 61.95” as a handbook page or a general topic heading. It is a federal regulation reference that can create a legal requirement before the flight.
Example Sentence 1
Before her solo cross-country into the Dallas Class B, the instructor reviewed the airspace with her and made the section 61.95 endorsement in her logbook.
Example Sentence 2
During the preflight briefing the instructor confirmed the student met all conditions listed in section 61.95 for the upcoming flight.
