A reduction in how quickly and effectively the airplane responds when the pilot moves the flight controls, caused by the lower airflow over the control surfaces at slow airspeeds. Control inputs still produce the intended effect, but the response is slower, less crisp, and requires larger deflections to achieve the same result.
