Definition
FAA Order JO 7400.8 is the official FAA publication that lists every piece of Special Use Airspace (SUA) in the United States. For each area, it gives the legal name and number, the lateral boundaries, the vertical limits (floor and ceiling), the times of use, the controlling agency, and the using agency. It is the authoritative reference pilots and controllers consult to know exactly where SUA exists and when it is active.
Plain English
It is the FAA's master list of all the special airspace areas in the country. It tells you where each one is, how high it goes, when it is in use, and who is in charge of it.
Context Anchor
You may see this order referenced when studying how to plan an IFR route, review charted airspace, or determine whether a flight path crosses a restricted, prohibited, warning, alert, military operations, or controlled firing area.
Derivation
In this title, “Order” means an official FAA directive or publication. It does not mean a command from air traffic control. “Special use airspace” means airspace set aside for a particular activity or safety need, not simply airspace that is unusual or important.
Why Pilots Care
Consulting this order prevents accidental entry into restricted or prohibited airspace that can result in enforcement action or safety incidents.
Intuition Check
Do not read “Order” here as an instruction given to a pilot. Here it means an official FAA document that defines and describes special use airspace.
Example Sentence 1

Example Sentence 2
The controller referenced FAA Order JO 7400.8 when advising the pilot about the status of a nearby military operations area.
