Definition
IFR routes that are not part of the published airway system and are not listed in 14 CFR Part 95 as established IFR altitudes or routes. These are typically random, point-to-point routes flown off the airway structure, often using area navigation (RNAV), and require the pilot or operator to determine obstacle clearance, minimum altitudes, and communication and navigation coverage rather than relying on values published by the FAA.

These are IFR routes a pilot flies that don't follow the standard published airways and aren't covered by the FAA's published-altitude rules. Because they're not pre-checked by the FAA, the pilot or operator has to work out safe altitudes and make sure navigation and radio coverage will be available the whole way.

Derivation
Part 95' refers to 14 CFR Part 95, the section of federal regulations that lists established IFR altitudes for airways and certain routes. 'Off-airway' means away from the published airway system. Why Pilots Care
They allow flexible direct routing when airways are unavailable or inconvenient, but place full responsibility on the pilot for safe altitude selection and navigation.

Picture drawing a direct line between two navigation points that does not lie on a named airway; if that line is not listed in Part 95, the pilot must not assume the FAA has already published a minimum safe altitude for it.

“Non-Part 95” does not mean the route is automatically prohibited or unsafe. It means the route is not one of the FAA Part 95 published IFR routes with listed minimum IFR altitudes.
