Definition
The minimum weather conditions a helicopter must have to operate under Special VFR within Class B, C, D, or E surface area airspace when the field is below standard VFR minimums. For helicopters, SVFR requires the pilot to remain clear of clouds and have flight visibility sufficient to operate safely; there is no fixed minimum visibility number for helicopters as there is for airplanes (which need at least 1 statute mile). An ATC clearance is required, and the airspace must be controlled.
Plain English
The lowest weather conditions a helicopter is allowed to fly in when the airport's weather is too poor for normal VFR but the pilot has asked ATC for permission to operate visually. The helicopter must stay out of clouds and have enough visibility to fly safely.
Context Anchor
Seen when planning or requesting a Special VFR clearance into, out of, or through controlled airspace around an airport in low visibility or low cloud conditions.
Derivation
Special' here means a specific exception granted by ATC -- not 'better than usual.' SVFR is a regulatory carve-out that lets a pilot operate VFR in conditions normally reserved for IFR, provided ATC issues the clearance and traffic permits.
Why Pilots Care
Enables continued visual flight in controlled airspace without filing IFR when basic VFR weather is not available.
Grounding Statement
For a helicopter pilot, SVFR Minimums answer this practical question: “Can I legally and safely fly visually here with air traffic control’s permission even though the weather is below normal visual limits?”
Intuition Check
Do not read “minimums” as “recommended conditions.” Minimums are the lowest allowed conditions; a pilot may still need better weather to fly safely. Do not read “special” as “automatic permission.” A Special VFR clearance must be received from air traffic control before using it in controlled airspace.
Example Sentence 1
The ceiling dropped to 800 feet, so the pilot requested an SVFR clearance and departed under SVFR minimums, staying clear of clouds along the river.
Example Sentence 2
Under SVFR minimums the aircraft must remain clear of clouds while maintaining one-half mile visibility.
