Definition
An FAA publication, formally titled Takeoff Minimums and (Obstacle) Departure Procedures, that lists non-standard takeoff weather minimums and textual Obstacle Departure Procedures (ODPs) for instrument runways at airports in the United States. It is published by the FAA and bound separately from, but used alongside, the Terminal Procedures Publication (TPP). Airports requiring non-standard takeoff minimums or having a published textual ODP are flagged on their instrument approach charts with a triangle symbol containing a 'T', directing the pilot to consult this publication.
Plain English
A book of special takeoff weather rules and obstacle-avoidance routes for airports where the standard rules aren't enough to keep you clear of terrain or obstructions on departure. If an airport has a 'T' in a triangle on its approach chart, you look it up here before flying out.
Context Anchor
Seen during instrument departure planning in FAA chart books or charting apps, often reached from the takeoff minimums symbol on an instrument approach chart.
Derivation
Minimum comes from Latin minimus, meaning smallest. Here it means the lowest published limit, not a comfortable safety margin. Procedure comes from a Latin idea of moving forward in a set way, which fits its aviation use as a published way to depart.
Why Pilots Care
They prevent controlled flight into terrain during departures in low visibility or at airports with obstacles by providing mandatory climb gradients and routes.
Grounding Statement
Picture lifting off into cloud: this entry tells you whether there are special limits or a specific path you need before you can safely leave the airport area.
Intuition Check
Minimums are not a recommendation or a comfort target; they are the lowest published limits for the applicable operation. A departure procedure is not just “leaving the airport”; here it means a published instrument path or instruction designed to keep the airplane away from obstacles.
Example Sentence 1
Before filing the IFR flight plan out of the mountain airport, she opened the Takeoff Minimums and (Obstacle) Departure Procedures to check whether a textual ODP was published for runway 16.
Example Sentence 2
The published procedure required climbing at least 400 feet for each mile flown to stay clear of nearby terrain after leaving the runway.
