Definition
A Federal Aviation Administration program that helps commercial service airports in air quality nonattainment and maintenance areas reduce ground-based emissions. Through VALE, sponsors of eligible airports can use Airport Improvement Program (AIP) funds and Passenger Facility Charge (PFC) revenue to acquire low-emission vehicles, refueling and recharging stations, gate electrification, and other airport air quality improvements.
Plain English
A government program that gives airports a way to pay for cleaner ground equipment — like electric tugs, ground power units, or charging stations — so the air around the airport gets cleaner.
Context Anchor
Seen in FAA acronym lists, airport planning material, and discussions of airport environmental projects.
Why Pilots Care
Pilots flying into VALE-participating airports may notice more electric ground service equipment, gate-supplied power and preconditioned air instead of running the APU, and electric or alternative-fuel ground vehicles. It rarely affects flight operations directly, but it shapes the ground environment pilots work in.
Intuition Check
Do not assume “voluntary” means the pilot may choose whether to follow a flight rule. Here, it means the airport operator chooses to take part in an emissions-reduction program. Do not assume “low emission” refers to aircraft performance. Here, it refers to reducing pollution from airport operations.
Example Sentence 1
Through the VALE program, the airport replaced several diesel baggage tractors with electric ones.
Example Sentence 2
VALE projects at the field lowered overall emissions without changing flight procedures.
