VNEI is the maximum airspeed at which a helicopter may be operated when flying under instrument flight rules (IFR) or in instrument meteorological conditions (IMC). It is published in the Rotorcraft Flight Manual and is typically lower than the standard never exceed speed (VNE) used in visual conditions, because reduced visual references and the demands of instrument flying require a wider safety margin.
